On January 20, 2021, Iranian media reported the filing of a complaint against Mohammad-Javad Azari Jahromi, the then Minister of Information and Communications Technology, by the Attorney-General as the Public Prosecutor.
Azari Jahromi was charged with "refusing to comply with judicial orders to filter Instagram despite the ruling," "refusing to comply with orders of government officials," and "failing to comply with the decisions of the Supreme Council of Cyberspace."
Failing to restrict bandwidth, failing to restrict access to foreign messenger apps, failing to block VPNs and other Internet censorship circumvention tools and failing to support local messenger apps were among the other complaints of the Attorney-General against Azari Jahromi.
In another complaint, the Radio and Television of the Islamic Republic of Iran, the former Deputy Attorney-General, and according to Iranian media, about 2,000 people from Ahvaz and several other cities, filed a complaint against Azari Jahromi. Radio and Television had complained to Jahromi about his comments with regards to releasing 700 and 800 band frequencies. As the Minister of Information and Communications Technology, Jahromi made statements about not filtering Instagram, which met with a wide range of reactions.
On October 13, 2021, Zabihullah Khodaian, the spokesman for the judiciary at the time, described Azari Jahromi's charges: "spreading lies with the intent of disturbing public opinion," "refusing to comply with a judicial order," and "refusing to comply with official orders of legal authorities."
According to Khodaian, Azari Jahromi, who was summoned to the Culture and Media Court for questioning, has been released on bail.
